Synchroniser Steering Committee (SSC)
The “Synchroniser Steering Committee (SSC)” is a platform/Forum created by the Synchroniser project within the span of the project, which will convene elite researchers and industry stakeholders from both regions to brainstorm and identify precise research paths for the joint research priorities shortlisted by the Policy makers at the Annual Meetings of the EU-India Joint Working Group (JWG) on Information Societies
SSC will consist of 10 experts, 5 experts each from EU and India. A good blend of academia and industry will be maintained while selecting the experts. The profile of the SSC experts include: Industry stakeholders who are knowledgeable in the current ICT technology and research scenarios of the respective regions and across the globe, ICT researchers from academia and policy experts who closely follow the international collaboration policies of the government.
SSC ‘Think Tank’ Meetings’
The SSC ‘Think Tank’ meetings will be a two day round table, brainstorming sessions of the 10 experts in order to analyze all the preceding EU-India joint research priorities and Minutes of JWG Meetings and propose recommendations for “precise research paths” for these joint priorities which will be submitted to the JWG Meeting. These meetings will ensure that the needs and priorities are well transmitted from the research to the policy dimension
Altogether 4 SSC meetings are foreseen during the tenure of the Project; 2 Think thank meetings, (one in each year and to be held before the JWG meetings) and 2 ‘Action Plan’ meetings (one in each year and to be held after the JWG meetings). The project which will run for 2.5 years will hold two SSC Meetings in the first and two in the Second year.
An important outcome foreseen from the ‘Think Tank’ meetings will be the Position Papers which will explain the specific research dimensions of the research priorities shortlisted at the previous JWG Meetings. The SSC Position Papers will be submitted to the JWG in view of adopting recommendations or viewpoints on the inclusion of relevant ICT research priorities in future joint activities by the EU and India.
The two ‘Action Plan’ meetings will propose 2 Perspective Action Plans (PAP) respectively to the stakeholders suggesting how to take forward the results of the JWG policy dialogue in concrete terms. The PAPs will be also disseminated to a larger public through project events and the project website.

Visionary Group constitutes the Identified 30 pioneer Indian researchers/stakeholders/academicians who will be interviewed using the Delphi Technique to identify long-term ICT research priorities in India; Synchroniser will define the Measurement Model encompassing a precise and detailed questionnaire. The interview questions will be both quantitative and qualitative and the interview will be conducted in one-to-one meetings with the identified sample of 30 visionaries in the ICT domain.
A visionary in Synchroniser is one who has a minimum of 10 years of experience in ICT R&D activity. He or she must have this experience from within India. Hence the individual should have resided in India for this period. Both Indian and foreign nationals qualify to be called a visionary in the Synchronizer foresight study. The individuals can be from Indian companies, Indian MNCs, foreign origin companies, academia, and technology consulting organizations. Individuals from large, medium and small companies qualify. The individual must be able to visualize how ICT will grow in the next 10 years within an economy like India. Such a group will be seen as homogenous because of their competence in ICT R&D.
The analysis of the data collected during the Delphi survey will result in a Report called the “Trend Study and Roadmap Paper” that will highlight the long term perspectives of EU-India ICT research perspectives and on the future development of ICT research. This study will be distributed among the European decision makers. The Trend Study Paper will act as an encyclopedia for future EU-India joint research initiatives by highlighting not only the current joint research scenarios, but also long term perspectives.
